Som delegat til og senere president i Folkeforbundet var han en internasjonal skikkelse p\u00e5 linje med Nansen. Den 9. april 1940 brakte Hambro regjering, storting og kongehus til Elverum, i midlertidig sikkerhet fra de tyske invasjonsstyrkene. Her formulerte han den ber\u00f8mte Elverumsfullmakten, som ble avgj\u00f8rende for eksilregjeringens evne til \u00e5 ivareta rikets interesser under krigen. Slik la han grunnlaget for fem \u00e5rs motstandsarbeid styrt fra London. <br \/>Biograf Iselin Theien kommer tett p\u00e5 Hambro. Sentralt st\u00e5r det lidenskapelige forholdet Hambro hadde til den 12 \u00e5r eldre skuespillerinnen Gyda Christensen. Gjennom deres private brev blir vi kjent med en sterk personlighet og en begavet politiker &#8211; Norges st\u00f8rste statsmann i det 20. \u00e5rhundret. <br \/>Fra krig til krig er en biografi om en norsk gigant &#8211; den store redningsmannen 9. april &#8211; og om kj\u00e6rlighetshistorien som formet ham.
